3733MHz LPDDR4X (new MacBook Pro 13) vs 2666MHz DDR4 (16 inch 2019 mbp). Does this ram speed make a big difference? will the 2020/1 16inch get this or is this just a ram made for more portable computers?

You won’t really notice the difference between 2666MHz and 3733MHz.
2666MHz is actually the sweetspot if you’re buying RAM since it is both fast and reasonably priced. After that it is just overkill and you’re better off saving that money for CPU or storage.

Except Apple charges the same amount for RAM upgrades regardless of its type and speed
