I'd imagine if they wanted to, they could, but there are also other ones - Location services, Bluetooth, Wifi - under the heading of power management. They don't have two ways to get to these parts of the iPhone currently - adding shortcuts could confuse issues, so as an alternative they could bring in profiles, as Plane mode is for example.
