i have a iphone 3g 16mb that was jailbroken with ios 4.1 baseband 6.15.00 is it possible to restore it to factory for the att Factory unlock and if so how?

Just restore it to 4.1 using a No_BB IPSW, choose set up as new, do not restore to backup.
ITunes will apply the unlock

You don't even have to restore to get the AT&T factory unlock. You just insert a foreign SIM and connect to itunes, a message will pop up saying your phone is unlocked on itunes.
