I just installed iOS as new rather than backup on my iphone 4. I checked the "find my iphone" features but it did not give me the exact but nearby location. I was organizing my apps and I found folder bug on my few minutes with this iOS 4.2.1.

1) The apple official calendar date does not update on the small icon/app folder (iphone 3gs 4.0.2 non-jb)

2) At wiggle state (4.2.1),
- I pressed on the folder and it does not show my apps inside the folder.
- One app on a folder - previous version (4.0.2) the folder disappear and the last app will be on the page.

I want to see if this know issue or just my iphone 4 .. i will do more intensive testing later.
 
I have none of the issues you posted.
iPhone 4 running 4.2.1. Never been Jailbroken.
Calendar icon shows proper date. Find my iPhone nailed my exact location. At 'wiggle state', folder shows all apps contained within the folder. I'm not sure I understood your past point, but all seems to be functioning normally for me.
