4- Finger gestures not responding

The problem I'm having with my aluminum macbook is on my user account finger finger gestures work, but I created another account and the gestures are not responding. What should I do?
 
Is it maybe a settings/feature that needs to be enabled in the System Prefs, Keyboard/Mouse, Trackpad section?
