If they make it too easy, everyone would just swing buy and get some free money. Having to return it probably slows the number of people doing this WAY DOWN.

Oh that's totally understandable. I don't mind throwing a few extra bucks for the Apple Store just because it's closer, time limits etc.

When the difference hits $40, then I start to notice.

Yep they did a return and repurchase, easy! Another $20 saved!

They will only price match competitors at time of purchase. They will price match themselves if their price goes down within 14 days.

If you really want the price match, then you need to return your iPad and buy another, price matching micro center the second time.
