So I'm running a LG27UD68 at 3840x2160 @ 30hz utilizing my Apple AV Dongle.

I don't see what all the fuss is? I notice a little bit of slight sluggyness when moving windows around however I do not see anything horrible?

Isn't this exactly what I told you? That you'd see it stutter when moving windows but that most content is less than 30Hz anyway? ;)

So here is a question, obviously running a resolution like that makes the desktop toolbars etc smaller.....are people running it like this or running at a different resolution to enlarge everything?

I thoe entire idea of OS X Scaling was to make the UI and text larger but still utilize the initial resolution?

This appears to have actually changed my resolution....so am I not at 4K @ 30 anymore?

wow really? 30hz is terrible for everyday OS use. Do yourself a favor and run via Displayport to get your 60hz instead of drinking the Apple Kool aid with their terrible "multi port" dongle.
 
30hz is an absolute nightmare for the interface. Just get a $30 displayport to USB-C cable and eliminate the future headaches you're going to get from looking at that choppy mess.
