Is there any chance in the future for a BTO iMac 4k with discrete graphics?

Or is the 2013 21.5" iMac gonna be the last powerhouse iMac in that size?

The 21.5 inch models were always meant to be for casual consumers so chances are, no.

Likely even some of the 27" will move towards integrated graphics with next years Skylake chips

there's always a chance but I highly doubt the current generation will offer that ability. Maybe when Apple refreshes it to the skylake chipset, but then it will get a more powerful iGPU so again the odds are against you.
