Is there a way to get around this? Surely the AC draws enough power to run the computer at full speed

My father's mbp has a bad batt and ideally, would just rather have it out but also do not want the performance hit
 
Your post doesn't really make much sense with the way you worded it. But I think you said something along the lines of "can I run my MBP without the battery". To be honest, I don't know the answer, but I think you should probably leave it in, especially if it's not supposed to be removed by the user. If you meant something different, try to reword it. Thanks :)

when I remove the battery and run my Macbook on AC power, the CPU clock speed is reduced to 50% of its capabilities. Is there any hack I can perform to fully utilize the CPU without the battery installed?"

No.
 
Which versions of mb does this effect?

I never noticed it when I ran without the battery.
