If your phone provider has capped your data usage then you will have to change your tariff to one with a higher limit.

No I mean when I want to download anything above 50mb on 3G it won't let me .. I have 3gb data plan, I want to turn off the 50mb limit from the iPhone App Store is it possible? Thanks

If I'm not mistaken there is a app for a jail broken phone that lets you trick your phone into thinking It's wifi, when your on 3G. I don't know anymore since I don't jailbreak.

But, Simple answer you have to jailbreak.

Yes, only if you JB it.
Then you can install my3G or 3Gunrestrictor and you will be able to download any size app over carrier data.
It cannot be done on stock firmware obviously.
