5c factory unlocked

Anybody know when should we expect 5c to go on sale factory unlocked? I need to get one for someone not in US.

Just buy a full price verizon iPhone 5C and be done with it. All Verizon iPhones are fully GSM unlocked with same exact bands as ATT/tmobile.

AT&T models bought in full no-contract are also unlocked. Mind you, Apple Store only deal.
