5s and iOS question

I currently have 5s (16GB) running iOS 9 and have been fine for all my purposes, until now. Apparently can't use Lyft anymore. Is it possible to upgrade to iOS 10, if so how? Seems can only go to iOS 12.

Unfortunately it is not due to the fact that Apple is no longer signing iOS 10 for eligible devices that are able to upgrade to iOS 12 (or 13 in other cases). If you don't mind my asking, why would you not want to upgrade to iOS 12?
