Carrier 5S cannot be unlocked? Purchased off-contract through ATT

I just went to the ATT unlocking website, and it says my IMEI cannot be unlocked. I purchased this 5S for 649.99 through ATT. Anyone else have this issue?

U can get it done on eBay for 1-5 bucks. Pick a seller with very high feedback. Cheers!!

don't go to the website. just restore it thru iTunes and it should be automatically unlocked.

if you purchased it directly at ATT, it is contract-free but remains locked to ATT

if you purchased it directly from Apple, it is contract-free and remains factory unlocked
