Hello, i have restored 6.1.3 firmware from itunes and later restored my icloud backup and i have noticed that appeared "tether data" at settings/general/usage/cellular usage. Before it wasnt there, so it is 6.1.3 feature or because i have restored firmware via itunes? o_O

I have 6.1.3 updated OTA and do not have a separate breakdown for tethering.

However, I'm on a grandfathered unlimited data plan on AT&T in the U.S. and am not allowed to tether anyway.

That might be a carrier-specific indicator based on your carrier profile. I have AT&T with Personal Hotspot ("legal" tethering) and I don't have a separate tethered usage display on my iPhone 5 with 6.1.3, just "Cellular Network Data."
