Disable Passbook on Privacy -> Location Services

it resolved that issue for me.

This button is from iOS 5. It makes it possible to reorder the notification display order....🙄

Not got passbook as an option in my location settings

In that case turn everything off, and then start turning one by one and see which one is using location services all the time.

In my case it was passbook
