That might cause a bigger problem than the occasional restart. I don’t want to manually connect AirPods every time I join a Webex meeting or answer a work call through the computer. The inherent problem here is that most Bluetooth headphones connect to multiple devices at once yet Apple does it in a different way that only works within the Apple universe. This is not going to change ever. So when your PC requests to connect to the Airpods they are forced to disconnect the current device and switch over to the PC. As this is inherently how Apple designs Airpods there is no fix for that.I just wish AirPods and pc played nice together like with my personal mac

I’m not even sure why they are allowing that as a feature.I really wish it was clearer how the CarPlay-AirPods interaction/handoff works, because I go back and forth a lot. It's especially annoying when I arrive at the store, turn off my car, put my AirPods in, then realize the podcast I was listening to kept playing because it didn't recognize that I'd turned off the car fast enough. Then I have to skip backwards to find where I left off. It seems to work better some times than others, and I'm not sure if that's because I'm using two different cars, or I sometimes give it enough time to recognize that it's not connected to CarPlay any more and it automatically moves playback to the time of the disconnect.

This idea of yours was already followed through to its conclusion in the past few years with the expected outcome: Electric car rentals have disabled the engine and forced their drivers to pull over unsafely on the highway because the car electronics assumed the car was in the process of being stolen. This was because the car was geofenced to only drive in a certain area but as far as I recall in some cases the customer wasn't informed and in some the GPS couldn't get a location so the car defaulted to stolen mode.
If someone is gonna put on headphones and blast music at full volume until they crash their car then they'll find a pair of headphones to do that with regardless.

Pretty sure no officer and no judge is looking to ticket and fine a hands free device when legit over ear headphones are what those “no headphone” laws were targeting. At the end of the day, those big cans would muffle sound even without music, while AirPods Pro can actually increase your ability to hear.
