Is there any way to contact apple to ask for explanations, or to complain about how bad they have done? at least to know that not everyone is satisfied with their idevices.

by the way, I have a ipad-4-generation and also not recorded at 60 fps. and ipad-mini-1 that is less powerful, you can record at 60 fps. it's amazing.

Large-screen iPads, as opposed to the two Minis, have never been able to record 60 fps - not even the latest Air.

Apple may have deemed iPads shouldn't be used for photo/videography. Which is a pity, given that for example Samsung do offer 1080p60 in their large-screen Note series (but, regrettably, not the 4K video recording of the Note3).
