Is the refresh rate that noticeable on a MBA compared to MBP ProMotion? Seriously though for surfung, YouTube, some photo editing and video editing? I can't find a real world answer.

real world answer:
- it depends: it usually is noticeable, especially for people used to higher constant refresh rates, but...

... some people don't notice or don't care, especially people not used to higher constant refresh rates, some notice (but don't care too much) and some notice and it is of utmost importance to them

so the question is: will you notice, or not (and / or care)
sad but true, but nobody can answer that for you

edit: i see you have an iphone Pro Max... if there is an option for ProMotion to be disabled, you can see for yourself

Ugh that doesn't help. When I looked at an iPad Air or iPad with 60 Hz refresh rate all I saw was lag coming from iPad Pro and iPhone 13 PM.

I get used to 60Hz refresh rate on my cheapo chinese Thinkpad basically instantly, its narrow color gamut is what I notice more than anything else when compared to my XDR iPad screen.

Not exactly on 100% topic, however, M2 Air pricing difference when compared to M1 in certain markets is what Im more curious about, rather than 60Hz refresh rate.
But if youre in US, then its "only" 200$ instead of 400€ some EU folks have to pay for base M2 Air.
If you notice difference between 60 and 120Hz, buy 14/16" MBP, if you dont, get cheapest one that suits your needs best.
