Yes, only new phones seem to be showing it. I'm a developer as well and can't find anything in particular in apple's dev center - but that was just a quick look. Maybe they are still posting?

A fix for the iPhone 5s where iTunes purchases would request password instead of accepting the fingerprint. Unknown bug fixes for the 5c.
