Hmmm, this is so weird, i have zero activity, background app refresh turned off still it wont stop.

Mine was doing that the other day, turned phone off and on then went away!

It simply means there is network activity.

You could've searched the million other threads about this. It's simply a bug.

It's seems to be a glitch of some sort (possibly related to some app or update being downloaded or stuck in some way from the App Store). Restarting the phone usually clears it up for most people.

I found auto app update keeping mine running. Turning it off fixed it.

Others have found a simple reset fixes it. Home button + power button until you see the Apple logo.

This is a bug, I notice mainly when I've used safari or sometimes mail and it leads you believing the apps are still doing something despite even closing the app completely!
