Still do no understand the reason for disabling frosted blur on iPad 2 and iPad 3. iPad 2 gets exactly same chips with iPad mini and iPod Touch 5G, yet iPad mini and iPod Touch 5G gets all the effect. iPad 3's A5X gets exactly same processor but better graphic card, so it should get full effect as well

It doesn't perform as well on the amount of RAM on iPad, as its a bigger device.

Does that really matter if the resolution of the iPad mini and iPad 2 are identical? Both have the same number of pixels. Does a PC run slower with a 32" display rather than a 19" display if both are 1080p?

Well the A5 in the mini and touch are more Power efficient as well. The process was changed. the A5X was slow and had RAM issues when it was out.
