9.4 would be launched in the event of a new big feature or service to launch. Last year they had the Apple Watch and Apple Music.

This year, this was apparently serviced on 9.3, and there seems to be no rumor or plan that would make this necessary...not yet at least.

I would say that 9.3.1 should come soon without any beta, like in the past, they aren't always needed.

But asking for 9.4 when 9.3 hasn't been out for 24 hours...wow...let it sink in for a while

I think there may be some delay before 9.4 beta 1 as it will probably see final at WWDC. I'm thinking April. There was a feature (anyone care to jog my memory?) announced at the Keynote that was said to be coming in April, 9.3.1?

CareKit, so yeah possible 9.3.1 update maybe.
 
I really doubt we will see a 9.4. I think maybe 9.3.1 or .2 but I don't expect any more .x releases for iOS9.

Given how late in the game iOS 8.4 appeared last year, it's a little hard to predict one way or another these days.

Sure. However 9.3 is pretty significant and I don't see anything as big as Apple Music happening between now and iOS 10. Of course, they could release another big update to Apple Music at WWDC.
But, IMO, I see Apple putting all of their effort into iOS 10 from this point forward, short of some smaller 9.3.x bug fix releases.

Sure. However, up to 8.4 there hadn't really been any major updates to iOS 8.

Every update to iOS 8 was pretty major. 8.1 added Apple Pay. 8.2 added Apple Watch. 8.3 really addressed the performance issues similarly to 9.3. 8.4 added Apple Music.

You're right. Forgot about all of those. It is possible that there's a 9.4 coming but because it has so much new stuff in it, it just feels like 9.3 is the last major update before iOS 10. Just my $.02.
