I've never heard of any file called that, but as to converting it you can right-hand click the file and choose Get Info..., you can change the extension (basically just the file type) there. I'm not sure how you would open it though.

It probably is what it's name suggest: just a "placeholder" for the real content.

Before you go on any further please check the size of the file...

If it is zero as I am suspecting, converting it to anything would be pointless ...
