You're only paying a $300 premium over the Air.

13" MBA: 2.0/8/256SSD 2.96lb: $1699
13" rMBP: 2.5/8/256SSD 3.57lb: $1999

For that $300 you get an HDMI port, an extra TB port, a much nicer IPS display, a faster CPU, and more than 3x the resolution.

I usually think Apple's prices are reasonable, but not in this case. The price of the 13" rMBP is just wrong.

Having 256GB storage is pretty close to being a must. Making up for that shortcoming puts it way too close in price to its older brother.

Well, the 15" rMBP might actually be underpriced, rather than the 13" being overpriced.

If you configure a 13" cMBP to similar specs as the 13" rMBP, the cMBP is about $200 cheaper - which honestly is about what I'd expect for such a display difference. If you configure a 15" cMBP to similar specs as the 15" rMBP, it's actually quite a bit more expensive and still has 512MB less RAM.

However, I do agree that since the 15" is priced as it is, the 13" should've been cheaper or more powerful

I don't know, you're still paying a $400 premium over the 128GB/8GB 13" MBA mostly for the display. I expected more something like a $200 premium ($1499).

You get another TB port which is great. It also has much better thermals and a much better CPU. You really need the extra TB port if you want Ethernet. I use the TB port for both Ethernet and an external drive so the Air is a problem.
