I noticed that when I completely reset macOS settings a line appears on the computer
just bought a computer
 
when I unpacked it it wouldn't turn on itself, I had to turn it on manually

Which is why the on/off button is there.

Typical use daily will be to put your Mac to sleep when you don't use it, but not turn it off.

But to put a Mac to sleep, first the Mac has to be turned on. Sleep is a low-powered mode.

Are you talking about that distortion that flickers on the screen for like a 1/2 second after the reboot in your video? That's pretty normal and probably caused by the Graphics resetting in the middle of drawing a complete frame. If the screen functions normally otherwise, it's nothing to be concerned with.
