    1. Isn't it supposed to bounce when my download is finished?

    2. Why when I click on it, it goes to the finder view and not a fan, why is that?

    1. Mine bounces when it is finished.

    2. Right click it and go to View As and see what is selected. Mine is automatic and I don't have many items in it so it is a fan.

Weird, I tried as Automatic, it didn't work, so I tried it as the other 2 and it still opens in Finder.

try removing it and relaunching your dock by typing "killall Dock" in the terminal and then placing it in the dock again.

do downloads only appear in the stack if they have been downloaded through safari? or do they go there if they have been downloaded through any browser?

If the downloads folder is empty, it will open in finder and not in stacks. Not sure if that is the case.

You can change the preferences in your browser so that it will download to this stack.

My stack bounces if I use Safari/Webkit to download to it but not if I use Firefox. Probably since FF starts a .part file when you download.
