iPhone 6(S)/Plus A lot of apps can't connect to data

I had an old backup of iPhone, which I restored, and for some reason many apps don't work on data, only on WiFi. So YouTube or App Store won't work on data. What could account for this and how could I fix it?

Blame iOS 13. Any version of it so far

My other backup still has 12 iOS. How do I stop the prompt to upgrade to iOS?

I noticed that this old backup also has 12 iOS. (It's iPhone 6, so it can't upgrade to 13). So maybe it's not related to iOS 13 problem.

I noticed that I had the data turned off for certain apps.
