If the app was running,
and the user throw out that icon in the dock.
The app will be quit.
If the app is always on dock, it's just keep it.
Otherwise, if the app isn't running,
when user throw out, it will like normally(delete icon from the dock)

I think it will more user-friendly.:D

Not a bad idea for flashy purposes (we all know Apple loves showing off in their OS), but command+Q is so much easier for keyboard users. I have a MacBook, and the less time I have to spend with the trackpad, the better.
