A window keeps popping up about keychain

I have OS X 10.5.8 and Huawei 3G dongle, OS X keeps showing this notification that there are no keychains to save settings or something similar. I have clicked return to defaults couple times but still it comes up now and then.

What is that?
 
Is there a password to use the 3G dongle?

If so, maybe keychain is having problems saving the password. Have you tried opening the Keychain app and doing a repair?
