Hi folks, I am trying to get this notebook up running, but it seems that the fan is always in.
Anyone can help from this ?

i did try it tons of times. i have now replaced the fan, but continues.

when you disconnect the battery and reconnect, does the smc reset?
 
Disconnecting and reconnecting the battery doesn't reset the SMC.

Was the MacBook ever dropped or exposed to moisture?
 
not sure about history. the board looks very clean. my sister gave it to me with this problem. if i put in windows on it, the winblows doesn't do the cpu throtling because of this right?
 
The may be something on the other side of the board.

The fan runs at full speed even before loading the os?

I have looked on both sides. Need to photograph to be sure, but nothing jumping out. The fan is on in 30seconds or so. No components are hot to touch. I am afraid maybe a cpu or chipset sensor of sorts. Possible?
