Aaaaaargh why wont local songs upload to the music cloud?

Right click on all my itunes songs and press upload to icloud music.
Only 1/3 of my music then is in queue to upload to the cloud, with some songs that are in normal mp3 format say "cant upload" with no explanation why.
The other songs i cant click "upload to icloud music" anymore, also no explanation.

This whole thing's driving me crazy!
