Adobe Media Encoder is not optimised for the Mac platform AT ALL.
Please refrain from using it as a reliable benchmark. Under macOS it is far slower than Windows (on the same machine) due to poor optimisation, not using Grand Central, and not efficiently using the GPU's compute cores for encoding.
I first noted this in a thorough test a few years ago. This test was on a 12 core Mac Pro with GTX 980. Media Encoder on the Mac was 4 times slower than the Windows version.

As you can see the poor performance has nothing to do with thermal throttling. There was plenty of cooling available. Just poor software.
