I've been wondering if I have my iPhone 5 currently backing up everything on my iPhone 5 including games, etc. to iCloud...

when I re-install a fresh clean iOS and I want to do a clean install instead of a backup. Is there a way to get the games & etc data to the new phone thru iCloud or thru some other method?

Anything purchased / downloaded via App Store or iTunes Store will be available to redownload. You just have to sign in using the Apple ID you used initially when you purchased / downloaded them.

Yes, but I'm speaking about the actual data associated with it. When I do a clean install of the iOS and download the apps, is there a way to get the data associated with the app back?

Only if you restore from a backup.

    I have a little question.
Would it make a difference if I do a fresh restore in iTunes to iOS 7 and restore from iCloud backup or just update OTA?
