iPhone Absinthe 2.0.4 Jailbreak iOS 5.1.1 (don't work)

My iPhone 4 was working fine (jailbreak). I decided to format and install from scratch. Now when I try to jailbreak using Absinthe 2.0.4, it shows this message:

The attached device is not activated.

In iTunes I can only see "This SIM card inserted in this iPhone does not appear to be supported".

I'm waiting for a hacker to unlock my IMEI but how can I jailbreak it?
It's on iOS 5.1.1 (9B208)

If you don't have an official sim to activate, you will have to use Redsn0w to jailbreak and hacktivate
