Access Photos through iCloud?

Is it possible to have all of my photos that are on iPhoto accessible through my iPhone without them being stored on my iPhone?

For example, my iPhone has 0 photos stored on it, but I can go to something like "Photo Library" and view the photos saved in iPhoto? Then I can take a photo with my iPhone and it is instantly uploaded to my iPhoto and deleted from my iPhone?

Sorry, I'm not too familiar with iCloud.
