Is there anyway to acess mac files using Windows without extracting the files to the windows partition?

You're looking for Macdrive, around $50. There's a beta software floating around which duplicates its functionality, which you can sign up for here. Since you mentioned copying, I assume you know about HFSexplorer, which is free.

If you have space on an hard-drive (preferably USB2 or FW)... you can create and format a partition in FAT32. This would allow the Mac and PC to read and write of it - thus exchanging files... and it's completely free!
