We are using the phone for software testing purposes and don't need cellular at all for the phone. Going through setup on the phone requires a sim card. I've found articles online that say you can activate the phone through itunes without a sim card but iTunes says it needs a sim card to do anything.

    Anyone have any ideas?

    Thanks in advance!

If phone is unlocked (no carrier lock), buy a cash call card with sim in nearest store.

You cannot activate an iphone with no sim card.
If the device is unlocked it will activate with any sim card. Even deactivated sims that do not work will get you into the home screen and passed the activation screen.

    Yep…

There is a market on eBay for deactivated and/or unusable SIM cards. One can be had for $1-3. While they won't give you service, they will allow activation.

True, I bought a few of those myself for testing out if my phone is unlocked in the past.

You have a cell phone use your SIM card to activate and then put it back in your phone.

I have the same opinion that you cannot activate iPhone without a SIM card.

Yes you absolutely need a sim card. But it can be pretty much any sim, you could just borrow your own for a second, put it in and activate it.
