We are using the phone for software testing purposes and don't need cellular at all for the phone. Going through setup on the phone requires a sim card. I've found articles online that say you can activate the phone through itunes without a sim card but iTunes says it needs a sim card to do anything.

Anyone have any ideas?

looks like there may be no way around this you my need a sim card in order too get past that step other wise you have nothing more then a paper weight

At the iPhone hacks section.
You cannot activate an iphone with no sim card.
If the device is unlocked it will activate with any sim card. Even deactivated sims that do not work will get you into the home screen and passed the activation screen.

Yep…

There is a market on eBay for deactivated and/or unusable SIM cards. One can be had for $1-3. While they won't give you service, they will allow activation.

Yes you absolutely need a sim card. But it can be pretty much any sim, you could just borrow your own for a second, put it in and activate it.
