Not on an iPhone 4 at this time. It must be activated with the carriers SIM before anything else can be done with it.

Only an AT&T sim will activate a US iphone. A prepaid AT&T sim would do, you just gotta cut it to microsim size.

Yes it will.

I restored my iphone 4 with the 02 in it and it activated it. It also activated on a fresh restore with an inactive AT&T and Cingular SIM.
