I am posting this to perhaps save someone’s time in the future who has a similar situation.

I bought a used IPad online via shopgoodwiil.com.

It arrived with the dreaded Activation Lock status.

I sent detailed proofs of purchase to APPLE Support 4 times, each time adding what I thought was irrefutable proof that I was the legitimate owner of said IPad. (multiple screen shots of my successful online auction bid, confirmation emails of said successful bid from
Goodwiil, proof that I indeed paid for the successful bid, FedEx receipt showing they delivered it to my address of record, email from the Goodwill e-commerce administrator verifying I had indeed bought it, serial number, photos of iPad, etc etc)

Each time Apple Suupport said it wasn't enough.

I made an appointment at the Genius Bar and drove an hour to see if they could help.

Nope.

I recontacted shopgoodwill.com and they thankfully refunded my money.

If this saves anyone some time I am happy.

There's the problem....

You're NOT the "legitimate owner" in Apple's eyes, unless you provide proof of ORIGINAL purchase (from Apple or from an Apple Authorized Reseller - not goodwill!)

Returning to place of purchase is your best and essentially, only remedy.
