A 1U box will give you two PCIe slots into which you can install two dual-port 10Gb FCoE HBAs. Or even one dual-port 10GbE and one dual-port 4Gb FC.
The proportion of applications either of those options aren't overkill (*massive* overkill in the case of 4x10Gb FCoE) for is insignificant. Heck, most environments would barely stretch the 4x1GbE the average server has onboard these days, even if they were using iSCSI for storage.
