Not sure if this helps but I did see in the watch app on the phone, workout, power saving mode. Maybe this is on? It says it will not take your heart rate during workouts when on to save power. Mine is off by default and I have not done any exercise yet to test anything so I may have the same result.
So, just finished a 40 minute walk using the TRACKING app, selected outdoor walk, tracked the whole walk, 3.2 miles, SAVED the activity, but in my activity tracker it only shows 20 of 30 minutes of activity, as if the 40 MINUTES weren't counted?

I've had that happen to me also, not quite that extreme. I did a brisk walk, 3.4 mph for 31 minutes, but the activity app just measured 28. I'm suspecting since it's on my hand if I didn't move my arm enough it wouldn't register properly. I've conducted a few little tests, and I'm pretty sure that's one of the issues of having it on your wrist.
