I have noticed that Activity Monitor has a bug on macOS Ventura where the update frequency is 1 second every time I open the app. My settings have it set on 5 seconds. When I click on 5 seconds again, the app updates normally, but if I close Activity Monitor and reopen it, it still updates every 1 second. I am using an M2 MacBook Air. I have tried to delete the ~/Library/Preferences/com.apple.ActivityMonitor.plist file and then reopened the app, that did not fix the problem. I also reinstalled macOS Ventura via recovery mode, that also did not fix the problem. Anybody else having this problem?

Yep, having the same issue I think. Is this what you're talking about?

It's not really an issue for me though (I like it updating more frequently)—also I just use the stats in the menu bar rather than Activity Monitor.

Also, this is not the only issue with Activity Monitor. I posted about this issue with Energy Impact and 12-hour Power
