Loving iOS 16 and watchOS 9. I just don’t know why my activity rings won’t show the numbers while phone is locked? It only will when I swipe down when unlocked.

Probably because Apple considers it health data, and thus, sensitive information. Same thing while the watch is locked (eg. charging). I personally think it's stupid, but haven't been bothered enough to fill out a feedback form.
 
In settings-> face-id there is a setting if your widgets can access data without unlocking (don’t have my phone set to english so can’t tell exact naming)

my phone unlocks so quick I didn’t even notice.

if I really turn the camera away I see what you mean. It’s just dashes.
I guess it is what @zecanard says, it is considered private information which needs your phone unlocked.
