Add a file through the cloud

How do I add a file from my PC through the cloud?

I have a new ringtone on my PC that i want on my iPhone. Can i do it wireless?

Import into iTunes, sync to phone.

Import into iTunes, drag it over Wi-Fi to the iPhone on the left hand side. I am on a Mac, Not sure if on a PC is any different, as I haven't used iTunes on a PC.
