Carrier Add a line to AT&T account on Apple.com?

Does anyone know if it's possible to add-a-line to an existing AT&T account on Apple's website?

I want to order my wife an iPhone 7 and add it to my AT&T account, but I want to use Apple's website because they are usually faster at shipping out phones and also I want to pay using Paypal.

I tried to do it this evening but didn't find a way to do it. If it's possible, can anyone please let me know how to do it?
