I'd like to add a cover to an album, but I'd prefer not to embed it in every file of every track. Replicating the cover 9 or 10 times wastes space. I'm pretty sure that covers downloaded from iTunes aren't embedded at all, there's just one copy in the iTunes database, but I can't figure out how to replicate it.

The amount of space required by artwork in all files is negligible, compared to the size of your library. To me, it's worth having the highest quality artwork available. The quality of artwork iTunes downloads is sub-standard.

I don't think so. Otherwise the cover wouldn't show up in Finder.
