Add markings on a photo?

i could have swore ios9 allowed you to write/draw on photos so you could point or circle something you wanted someone to see.

Is this something ios9 does natively?

They did, but its only for mail attachments. The feature is called Markup, theres a decent explanation here:http://www.iphonehacks.com/2015/09/how-to-use-markup-in-mail-in-ios-9.html

IF you want an app that can annotate images, like adding circles or arrows, stuff to that effect, check out Skitch. I've used it for a while now, and great to annotate images before i send them off to friends, like when they're asking for help, haha
