Add startup items for other accounts?

I am trying to get an anti-virus program running on all the accounts.

But I find that I have to log into each account to get the program running as a startup item.

How do I add items for other accounts without having to login into each account?

Are you adding it as a Login Item in System Preferences or are you adding it to the StartupItems folder?
