I'm wondering whether the new offline Reading List in iOS 6 introduce the feature to add items to the Reading List when offline.

The scenario I'd like to be able to do is

1) Download overnight tweets in Tweetbot before I head to the tube

2) Read a tweet that refers to a website - but no connection

3) Add that link to Reading List ready for reading when I'm above ground.

From the little I've read about Reading Lists in 6 it's focusing on almost the reverse - add pages when I'm online to read when offline. A situation I rarely find myself in.
 
The offline Reading List will mostly come in handy for Wifi-only iPad and iPod Touch owners. I don't think what you are saying will work. Offline mode isn't just saving a link. It is downloading and saving the actual files and it can't do that without a connection. If you want to just save a link to a URL you would have to set a bookmark or something.
