Add WiFi passwords back to iCloud keychain

I’ve done this before but can’t suss it out now

I backed up my WiFi passwords in keychain access prior to resetting network settings on my phone.

Reset network settings, all passwords gone. Re-added from backup into new “WiFi” keychain and all function as normal on my mac.

This won’t sync with iPhone.

I tried then moving the passwords to system/login keychain to see if only one synced and this has achieved nothing.

Any guidance please?

Now fixed, I just toggled Keychain off/on in iCloud settings on mac
